It's probably because he grew up in an underground dome with unreliable power, but his memory is so busted that's more of a logic puzzle than anything. He knows his old leader stole a power generator from a major squid city to power the place. That means the lights probably flickered or went out entirely a lot.
He only notices when they shut off completely because it means he can't see if he got everything out of the little nooks where the tables connect to the floor. He starts to crawl out from underneath it when he hears the voice of a human he doesn't think he's spoken to yet.]
